Glendale property owners face a question most Los Angeles owners do not: which rent cap actually governs the parcel. A Glendale mailing address does not settle it, because parcels near the boundary can fall under the City of Glendale, unincorporated Los Angeles County, or state law alone, and the allowable increase differs sharply between them. The City of Glendale also carries its own relocation-assistance obligations that can be triggered by increases above a defined threshold, which is a liability an owner can create by accident with an otherwise routine notice. Jurisdiction is the first thing we check

A Glendale mailing address does not mean a City of Glendale parcel. Mail addressed to La Crescenta is routinely delivered to Glendale city parcels, and property with a Glendale address can sit in unincorporated Los Angeles County.

That distinction is worth real money. Under state law the current annual cap is 8.7%. On a fully covered unincorporated County parcel it is 1.919%. Same neighborhood, roughly four and a half times the difference.

Glendale adds its own wrinkle. The city has no local percentage cap, so state law sets the ceiling, but the Rental Rights Program requires relocation assistance where an increase exceeds 7% and causes the tenant to leave. Why the notice matters as much as the number

A rent increase can be perfectly legal and still unenforceable. An increase of 10% or less requires 30 days written notice, more than 10% requires 90, and mailing adds five days. The effective date has to land on or after the twelve month anniversary of the last increase. Miss any of it and the notice is defective.
